I pay my Compulsory health insurance (PSD) payments on my own

  • Individuals living in Lithuania, who are not employed anywhere, do not carry out any economic activity, which results in calculation of PSD contributions, are not in an education process and who are not insured with compulsory health insurance with state funds, are obliged to pay PSD contributions on their own.
  • PSD contributions are payable by persons who are employed but not covered by state social insurance for more than one calendar month (i.e. are on vacations, study holidays, creative holidays, etc.). In such cases, the employer provides “Sodra” with a 12-SD notification.

 

If you are insured with compulsory health insurance, your healthcare, compensated medicines, medical aid measures, etc. is paid for by the National Health insurance Fund.

  1. Persons who are insuring themselves must pay 6,98 % from the minimum monthly salary every month before the last day of the current month.
  2. Persons who worked after 1 June 2018 but were not insured by state social insurance for more than one calendar month (i.e. being on free holidays, study holidays, creative holidays, etc.), had to pay the contributions prior to 1 May of the next year.

  The Compulsory health insurance (PSD) contribution size is 38,74 Euro (Minimal monthly salary – 555 Eur x 6,98 percent) since 1 January 2019.

   Important! Insurance coverage interrupted due to indebtedness will be restored only if all the debt incurred up to the current month has been covered and the contribution for the current month's PSD has been paid. In case of debts, payments are primarily directed towards debt repayment, so if your debt for 2 months is Eur 77,48 you will not be able to use health care services after transferring the contribution of 38,74 Eur for 1 month, as the payment will be credited to cover the amount of the debt.

In this case, for the insurance coverage to come into effect, you would still have to pay additional 77,48 Eur to your 38,74 Eur payment (the debt for two months - 77,48 Eur and the payment for the current month - 38,74 Eur).

   Important! Insurance coverage interrupted due to indebtedness will be restored only if all the debt incurred up to the current month has been covered and the contribution for the current month's PSD has been paid. Calculated contributions should be transferred to the “Sodra” payment collection accounts.

It is mandatory to specify the payment code while transferring the payables. The payment can “get lost” and not accounted for if you do not provide the code - the payer will have a debt with interest calculated.

 

CHI (PSD) payment codes:

  • 364 - paying current PSD contributions.
  • 365 - paying off the debt,
  • 366 - for the payment of delay interest.

Deferred CHI (PSD) payments:

  • 369 for deferred PSI payments;
  • 370 for deferred PSI interest.

 

Individuals, who are self-insured with compulsory health insurance and paying contributions for themselves, may apply to “Sodra” division regarding deferral of payment of arrears of compulsory health insurance contributions not exceeding EUR 1,500. “Sodra” division shall not later than within 10 working days of receipt of the application take a decision to defer or not to defer the payment of the arrears of compulsory health insurance contributions. In this way, the payment of arrears of compulsory health insurance contributions may be deferred once a calendar year, subject to the following conditions:
  • where arrears of compulsory health insurance contributions are EUR 600 or less, arrears of compulsory health insurance contributions are deferred for up to 4 months;
  • where arrears of compulsory health insurance contributions are more than EUR 600, but equal to or less than EUR 900 – for up to 6 months;
  • where arrears of compulsory health insurance contributions are more than EUR 900, but equal to or less than EUR 1,200 – for up to 8 months; 
  • where arrears of compulsory health insurance contributions are more than EUR 1,200, but equal to or less than EUR 1,500 – for up to one year. 
Repayment of arears of compulsory health insurance contributions shall commence from the date of the decision to defer payment of arrears of social security contributions subject to the terms and conditions set forth therein.
 
“Sodra” divisions shall notify the assured person in writing of the decision taken within 5 working days of taking the decision. 
 
An application can be submitted:
  • After having logged in to your personal “Sodra“ account of the resident and selecting “Request for deferral of payment of compulsory health insurance contributions up to EUR 1500, GDR9” (Applications > General applications, complaint > Request for deferral of payment of compulsory health insurance contributions up to EUR 1500, GDR9). Panevėžys Division of “Sodra” must be selected as an addressee.
  • Upon arrival to “Sodra“ division. You must bring your identity document with you.
  • By post - a completed original application shall be sent to the address Vasario 16-osios str. 60, LT-35167 Panevėžys.

You do not need to pay for the relevant month if you belong to at least one of the following categories for at least 1 day during that month:

  • I pay the Compulsory health insurance (hereinafter – PSD) contributions and / or I am being paid for (for example, you work according to an employment contract or as a civil servant, you have a business certificate, you are the owner of a individual enterprise, a real member of an economic partnership, a member of a small partnership, you are engaged in individual agricultural activities, etc.).
  • You are insured by public funds (i.e. a pensioner, a disabled person, etc.).
  • You receive sickness, vocational rehabilitation, maternity, paternity, childcare benefits.

 

If you leave Lithuania

You can declare your departure:

  1. If you depart from Lithuania for a period longer than 6 months, you must declare your departure to stop the calculation of the PSD payments. This can be done electronically by connecting to the E-Government Gateway.
  2. Departure declarations can be sent by non-electronic means:
  • By coming to an eldership or municipality where you have declared your place of residence in Lithuania. The declaration shall take effect from the day it is submitted.
  • By filling out a declaration of place of residence at the Lithuanian diplomatic mission or a consular institution in foreign countries. The declaration shall take effect from the day it is submitted.

 

When declaring the change of your place of residence you should provide the consular institution with:

  • A filled out, specified form declaration.
  • An identity document or a residence permit in Lithuania.
  • Documents confirming the custody (guardianship) or representation, or copies of these documents (certified according to effective regulations) and documents confirming your identity, if the person's place of residence is declared by the custodian (guardian) or a representative of a social care institution.

 

Compulsory health insurance contribution recalculation

The calculated PSD contributions may be recalculated if you submit a A1 certificate issued by another competent body of the European Union, a Member State of the European Economic Area (European Parliament and Council Regulation (EC) No 883/2004 of 29 April 2004, Article 11(3)(a)), a standardised form (e.g. P45 or P60 if you work in England or Ireland) or an employer's certificate confirming your insurance in a foreign country.

 

  If you have received a negative reply from a competent body of the European Union, a Member State of the European Economic Area or Switzerland regarding the issue of a A1 certificate, you may apply to the "Sodra" for mediation in obtaining data on periods of employment and/or insurance completed abroad by submitting a free-form application and a negative reply issued by the competent authority on the issue of A1. 

 

Certificate translation:

  • When submitting a free form certificate that is issued in a non-English or Polish language, a translation to the Lithuanian language must also be provided.
  • There is no need to translate standardized forms, such as  P45 or P60 into Lithuanian language.

 

You can provide the A1 certificate or certificate:

  1. At a “Sodra” department. It must be provided with an original document or its copy (for example, a scanned certificate copy may be submitted by e-mail to panevezys@Sodra.lt).
  2. Once you have logged in to your personal “Sodra” account, submit a free form request and attach scanned documents (Requests> General applications, appeals> New application / appeal). You need to select the Panevezys branch as the recipient.
  3. By email panevezys@sodra.lt. When sending an e-mail it is necessary to add a scanned copy of the application "For the PSD payment recalculation" (you will not need to submit the original).

 

In case you have departed to a European Union member state, European Economic Area member state or the Swiss Confederation, you can provide the following certificate from corresponding institutions. Full list you can find here.

 

  If you will provide one of the above-mentioned certificates, but you cannot do this immediately, submit a request to the “Sodra” department “Regarding the non-imposition of sanctions for the recovery of compulsory health insurance contributions”. When submitting your application, you undertake to submit within 4 months documents confirming your insurance abroad and you will not be sanctioned during this period.

 

You can provide the request:

  1. By coming to a “Sodra” department.
  2. Once you have logged in to your personal “Sodra” account, submit a free form request (Requests> General applications, appeals> New application / appeal). You need to select the Panevezys branch as the recipient.
  3. By email panevezys@Sodra.lt. When sending an e-mail it is necessary to add a scanned copy of the application "For the PSD payment recalculation" (you will not need to submit the original).
  4. Send the filled out request original by post (Vasario 16-osios str. 60, LT-35167 Panevezys, Lithuania).

  Important! No other documents - for example, the Danish "yellow" or "blue" card, etc., as well as documents from countries other than those mentioned above - do not remove the person's obligation to pay PSD contributions.
