I want to receive a single person benefit

From 1 July 2021, are entitled to a single person benefit adults and minors recognized as legally capable, who receive:

  • social assistance old-age pension;
  • social assistance disability pension (except for disabled children under 18 years of age);
  • social assistance compensation awarded and paid to an individual who has reached a retirement age or recognized as having lost 60% or more of his/her working capacity;
  • social pension;
  • pension supplement.*

and have declared their place of residence in the Republic of Lithuania (hereinafter – the RL) or included in the records of individuals who have not declared their place of residence, and who meet one of the following requirements:

  • have concluded no marriage neither in the RL nor abroad;
  • the marriage concluded in the RL or abroad has ceased to exist;
  • Have become widows who:
    • in the case of widowhood (in the event of the loss of a breadwinner), receive no social insurance survivors' pension, state survivors' pension, state survivors' annuity and/or a periodic pension benefit from a foreign state, or the amount of the benefit received (the total of these benefits) is less than 28.63 EUR**, or
    • do not receive a social insurance widow's pension and/or a state widow's pension because instead of these widows' pensions they have chosen to receive a social insurance orphan's pension, a benefit orphan's pension and/or a state orphan's pension.

 

* A pension supplement is paid to beneficiaries of social insurance old-age pensions, to beneficiaries of social insurance invalidity pensions, who lost 60% or more of their working capacity, and to beneficiaries of social insurance invalidity pensions, having reached a retirement age, who lost 45-55% of their working capacity, if the amount per month of pensions or pension benefits they receive is less than 260 EUR (a 100% amount of the minimum consumption needs has been established for 2021).

From 1 January 2022, the right to a single person's benefit shall be granted to adult persons and minors recognised as having a disability rate of 55 per cent or less (recognised as Group I, II or III invalids before 1 July 2005) or who have reached the established retirement age and have declared their place of residence in the RL or included in the records of individuals who have not declared their place of residence, and who meet one of the following requirements:

  • have concluded no marriage neither in the RL nor abroad;
  • the marriage concluded in the RL or abroad has ceased to exist;
  • Have become widows who:
    • in the case of widowhood (in the event of the loss of a breadwinner), receive no social insurance survivors' pension, state survivors' pension, state survivors' annuity and/or a periodic pension benefit from a foreign state, or the amount of the benefit received (the total of these benefits) is less than 32 EUR*, or
    • do not receive a social insurance widow's pension and/or a state widow's pension because instead of these widows' pensions they have chosen to receive a social insurance orphan's pension, a benefit orphan's pension and/or a state orphan's pension.

IMPORTANT:

  • If a single person benefit has been awarded without a request based on the data in the Population Register, no overpayment is deducted from it (only overpayments that arose as a result of failure by the beneficiary of a single person benefit to notify on the marriage abroad, on the receipt of survivor‘s (loss of breadwinner) benefit from a foreign state, movement to another country to live, when such data are not available in the Population Register, are deducted).
  • After the death of the beneficiary of a single person benefit, the person who buried the deceased and who was the first to apply to Sodra, is paid a single person benefit, that has been awarded to the deceased, for the month of death of the deceased, if no such benefit has been paid to the deceased, and another amount of the total amount of a single person benefit that was valid in the month of the death of the deceased.

A single person benefit is awarded without a separate request of the person from the date on which entitlement to it arose - there is no set deadline for awarding the benefit.

If you are entitled to the benefit from 1 July 2021, but have not submitted a request in time, you will be awarded the benefit without a separate request from the date on which entitlement to the benefit arose.

IMPORTANT:

  • A single person benefit is not awarded for persons who are receiving a social insurance survivor‘s pension, a state survivor‘s pension, a state annuity for survivors, a pension benefit from a foreign state in the case of widowhood (loss of breadwinner).
  • If the amount of a social insurance survivors‘ pension (this type of pension/benefit is often received from a foreign state), of a state survivor‘s pension for victims, of a state servicemen‘s and officers‘ survivor‘s pension, or of a state survivor’s pension for the deceased who was the recipient of the first or second degree state pension that you are receiving is less than the established amount of a single person benefit, a single person benefit may be awarded if you will submit a request for the suspension of the payment of a survivors’ pension and will specify that the payment of the pension is suspended because you want to receive a single person benefit.

A request for the suspension of the payment of a survivor's pension can be submitted:

  1. Online, after having logged in to the personal "Sodra" account for the resident and having selected a general request. The request must state that you are requesting suspension of the payment of a survivor's pension that has been awarded to you because you want to receive a single person benefit.
  2. By post. When the request is sent by post, it must be accompanied by a copy of the personal identity document certified in accordance with the procedure established by law (for example, by the Notary Public).
  3. At "Sodra" division. You must bring along a personal identity document (for example, the passport or Personal Identity Card, permanent residence permit in Lithuania, etc.). It is necessary to pre-register for the visit before arrival. This can be done online by completing the registration form, or by calling the telephone number 1883 or (+370) 5 250 0883.
  • If you are entitled to a social insurance survivor‘s pension, a state survivor‘s pension for victims, a state servicemen‘s and officers‘ survivor‘s pension, or a state survivor’s pension for the deceased who was the recipient of the first or second degree state pension, but it has not been awarded so far (because you have not applied for it), you must apply for the award of the survivor’s pension. In the event that the amount of a survivor‘s pension that has been awarded is less than the amount of a single person benefit, at your request, you would be paid a single person benefit. You must express such a desire in your request for the award of a social insurance survivor‘s pension, a state survivor‘s pension for victims, a state servicemen‘s and officers‘ survivor‘s pension, or a state survivor’s pension for the deceased who was the recipient of the first or second degree state pension.

A request for the award of a social insurance survivor‘s pension, a state survivor‘s pension for victims, a state servicemen‘s and officers‘ survivor‘s pension, or a state survivor’s pension for the deceased who was the recipient of the first or second degree state pension can be submitted:

  1. Online, after having logged in to the personal Sodra account for the resident and having selected the required type of request;
  2. By post. The request forms can be found here. The request must be accompanied by a copy of the personal identity document certified in accordance with the procedure established by law.
  3. At "Sodra" division. You must bring along a personal identity document (for example, the passport or Personal Identity Card, permanent residence permit in Lithuania, etc.). It is necessary to pre-register for the visit before arrival. This can be done online by completing the registration form, or by calling the telephone number 1883 or (+370) 5 250 0883.

If you have not been awarded a single person benefit because there is a lack of data in the Population Register about your entry into the marriage and/or dissolution of the marriage, you must submit a request for the transfer of data on the marriage and/or divorce and/or on the death of a person to the Population Register of the Republic of Lithuania. This can be done:

1. Online, after having logged in to the personal "Sodra" account for the resident and having selected a general request. When completing the request:

  • it should be noted that this request is being submitted to the request for the award of a single person benefit;
  • the completed Request for the transfer of data on the marriage and/or divorce and/or on the death of a person to the Population Register of the Republic of Lithuania must be enclosed to the the request that is being submitted.

2. By post. The form of the request can be found here. When the request is sent by post, it must be accompanied by a copy of the personal identity document certified in accordance with the procedure established by law (for example, by the Notary Public).

3. At "Sodra" division. You must bring along a personal identity document (for example, the passport or Personal Identity Card, permanent residence permit in Lithuania, etc.). It is necessary to pre-register for the visit before arrival. This can be done online by completing the registration form, or by calling the telephone number 1883 or (+370) 5 250 0883. 

 

If you have never entered into a marriage but have not been awarded a single person's benefit, we suggest you come to "Sodra" and complete the approved form (in Lithuania). A decision on the granting of a single person's benefit will be made in April this year, so we recommend that you provide "Sodra" with missing information/documents as soon as possible.

Before arriving at "Sodra", we offer to register for pre-registration:

  • Online;
  • By phone 1883/(+370) 5 250 0883.

Information about the fact that you have never entered into a marriage can also be provided by joining a personal "Sodra" account for a resident and selecting a New Request/Complaint. When completing your application, it is important to note that you have never been married in Lithuania or in a foreign country and that this information is provided for the purpose of obtaining a single person's benefit.

Certificate of divorce or extract certifying the marriage dissolution entry (transcript, copy), if there is no data on the marriage in the Population Register of the Republic of Lithuania.

From 1 January 2022, a single person benefit amounts to 32 EUR.

  • A single person benefit will be awarded automatically from the beginning of 2022. The person will receive the benefit and an underpayment for several months by the end of March of 2022.
  • Subsequent benefits will be paid on a regular monthly basis.
  • A single person benefit is paid for a current calendar month.
  • A single person benefit is delivered in the same manner in which you are delivered with a social insurance pension or with a social assistance benefit.

For example, if a social assistance old age pension is delivered to your home, then a single person benefit also will be delivered to your home. If a social assistance disability pension is being transferred to your personal bank account, then this benefit also will be tranaferred to the same bank account.

You may review the decision taken to award a single person benefit after having logged in to the personal Sodra account for the resident and having selected the My benefits section, and data about the payment of the benefit – after having formed a summary Information about the benefits paid out, REP 01.

If you have been awarded a single person benefit, but no other benefit has been awarded to you at Sodra and no bank account has been provided, you must submit a Request for the payment of pension, compensation, compensatory benefit, annuity.

 

A Request for the payment of pension, compensation, compensatory benefit, annuity can be submitted:

  1. Online, after having logged in to the personal "Sodra" account for the resident and having submitted a Request  for the payment of pension, compensation, compensatory benefit, annuity.
  2. By post. The form of the request can be found here. When the request is sent by post, it must be accompanied by a copy of the personal identity document certified in accordance with the procedure established by law (for example, by the Notary Public).
  3. At "Sodra" division. You must bring along a personal identity document (for example, the passport or Personal Identity Card, permanent residence permit in Lithuania, etc.). You must pre-register for the visit before arrival. This can be done online by completing the registration form, or by calling the telephone number 1883 or (+370) 5 250 0883.

Duration of payment of a single person benefit:

  • A single person benefit may be paid until the end of life or until the payment of the benefit is suspended or terminated;
  • After the death of beneficiary of a single person benefit, the benefit for the month of death is paid, if it has not yet been paid, to individuals who have buried the beneficiary, plus an amount equal to the benefit of one more month.

The payment of a single person benefit shall be suspended if:

  • The beneficiary becomes a person who has not declared his place of residence in the RL;
  • By a final court judgement, the beneficiary is recognized as a person whose whereabouts are unknown;
  • The payment of the awarded social assistance old-age pension, social assistance disability pension, social assistance compensation, social pension and/or of pension supplement is suspended, unless the payment of these benefits is suspended because:
    • arrest as pre-trial detention measure is imposed on an individual;
    • an individual serves imprisonment sentence in correctional facility which executes imprisonment sentence;
    • the compulsory medical measure under the Criminal Code of the RL - inpatient monitoring under general, enhanced or strict monitoring conditions in a specialised mental health facility has been imposed on the individual;
    • the individual has become an insured person who is compulsorily covered by the state pension social insurance.

Payment of a single person benefit shall be suspended from the first day of the next calendar month following the calendar month in which one of the above circumstances occurred.

 

The payment of a single person benefit shall be terminated if:

  • The payment of the awarded social assistance old-age pension, social assistance disability pension, social assistance compensation, social pension and / or pension supplement to the beneficiary is suspended;
  • The beneficiary has declared the fact of leaving the RL;
  • The beneficiary has concluded a marriage in the RL or abroad;
  • In the case of widowhood (in the event of the loss of a breadwinner), the beneficiary receives, as a widow/widower, a social insurance survivors' pension, state survivors' pension, state survivors' annuity and/or a periodic pension benefit from a foreign state, the amount of which (the total of these benefits) exceeds 32 EUR*.

"Sodra" has to be informed, not later than within 10 working days, of:

  • conclusion of marriage in the RL or abroad;
  • award in a foreign country of a periodic pension benefit in the case of widowhood (in the event of the loss of a breadwinner); 
  • leaving the country to live in another country.

In the event of failure to notify within the established time limit of circumstances affecting the payment of a single person benefit, the overpaid amount of this benefit will be recovered from you in accordance with the procedure established by law.
